When you exceed your budget amount the bar is red. Whenever your account is over the limit or falls below the minimum balance the running balance and overall balance is displayed in red. Red is used sparingly, and as a warning. If you see red then something needs correcting.
I picked green for deposits because users typically have fewer deposits than withdrawals so the green does stick out among the black withdrawals if you are scrolling your transaction log looking for deposits.
